Casey is taken hostage as a result of a case Sebastian is mounting against a millionaire arms broker who uses his import/export business as a cover.

Though the FBI tries to take control of the investigation against Amir Khan, Sebastian and Jessica contend he's under their jurisdiction for selling explosives to Los Angeles gangs. Working against the clock before the FBI succeeds in federalizing the case, Sebastian and the police attempt their sting operation earlier than planned. When the bust fails and their panicky government informant goes into hiding, Sebastian thinks things can't get worse -- until Casey's taken hostage and his life is at risk.
