Paul Fisk, a U.S. Customs and Border Protection agent, compromises his credibility when he insists that a container enter the Los Angeles Port without an inspection. When Pauls colleagues challenge his judgment, Paul threatens them at gunpoint. In minutes, the situation escalates to a hostage crisis and the FBI and the police step in, wondering what the contents of the container might be. As the situation progresses, Matt and Emily realize there is more to the case than meets the eye. After reviewing Pauls records and interviewing his friends and family, they see that Paul is not the kind of man who would turn violent on his friends. Matt also notices something odd about the tone of Pauls voice, and he and Emily wonder if Paul might be suffering from a mental illness or possibly be hearing voices. As the duo tries to get to the bottom of this good-guy-gone-wrong, Emily contemplates accepting a position that would require a one-year commitment away in Quantico. As she and Matt grapple with the possibility of being apart, they must find out what could be driving a good man to hold his own friends hostage.
